Over the last two days the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE), the War Studies Research Centre (WSRC) of the Netherlands Defence Academy and the Amsterdam Center for International Law organized a conference on 'the law applicable to the use of biometrics by armed forces' in Tallinn, Estonia. The NATO Legal Advisor John Swords opened the conference with a keynote presentation, setting out some of the key questions that need to be addressed. The conference featured panel discussions on various questions of IHL, human rights law and and data protection law raised by the military use of biometrics. These issues were addressed by academic experts: Emelie Andersin, Magdalena Pacholska, Ph.D., Elisabeth Hoffberger-Pippan, Kushtrim Istrefi, Lily Hamourtziadou PhD, Welmoet Wels, Anna Rosalie Greipl and Rigmor Argren. A practical and operational perspective was provided in briefings by Rikke Rietveld, Sam Henze, Vanhaelemeesch Dominique and Willem Bochmann. The presentations and discussions showed that the topic of the military use of biometrics is a useful one to approach more general legal questions, and also raises some issues specific to that technology. It also demonstrated that there is an increasing interest in this topic, and that further attention for this topic is needed. A small first step in this direction will be three articles that will be published in the Military Law and the Law of War Review later this month, based on presentations given at a workshop on the same topic last year. A special word of thanks to all the staff of the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) involved in supporting the conference, as well as my co-organizers Sebastian Cymutta and Dr. Steven van de Put for making this conference possible.

Congratulations to dr. Raissa van den Essen, who succesfully defended her PhD dissertation entitled 'Targeting Data in Armed Conflict: Interpreting International Humanitarian Law’s fundamental notions of ‘attack’, ‘objective’ & ‘damage’ against the effects of cyber operations' at the Universiteit van Amsterdam yesterday. The dissertation discusses some of the key questions concerning the application of the law of war to cyber operations, and includes some useful recommendations in this respect. Congratulations also to the supervisors, Paul Ducheine and Terry Gill. I had the pleasure of being able to have an exchange of thoughts with Raissa on the study as a member of the PhD committee.

It was a pleasure to be a discussant at the event on "mistakes in war" organised by the Leiden University Centre for International Relations yesterday, together with my colleague at the Netherlands Defence Academy Floribert Baudet. We had a lively discussion based on a draft article by professor Oona Hathaway, in which she and Azmat Khan examine the law on mistakes in war. International criminal lawyer and PhD researcher, Vessela Terzieva, recently presented a paper at an international symposium dedicated to the implications of the Korean High Court ruling in the 'Comfort Women' case. The judgment concerns immunity of foreign states from civil lawsuit for damages resulting from international crimes.
